Mods should provide the most bang for the buck. This is a modlist for everybody, not specifically warriors, or thieves, or mages, or whatever. And a texture that’s upscaled with an added grunge/noise filter added to hide pixelation is not usually an improvement. Mods do not get added because they are fashionable or simply to boost the mod count. No matter how good a mod, if it causes CTDs or other serious issues during gameplay, it has no place on this modlist. The modlist seeks to improve Skyrim SE, not turn it into something completely different.
